Despite the small size of the country, Estonia‘s per capita expenditure on pharmaceuticals is relatively high for the region. Estonia does not host a strong local industry, a large proportion of the drugs are imported into the country. The wholesaler market is highly concentrated; the leading two of the total 51 wholesalers hold 58% of the market. Estonia‘s pharmaceutical industry is tightly regulated with reference pricing applied for reimbursed products and fixed wholesaler margins for prescription drugs. Following the economic downturn, the Estonian government has recently introduced several measures to stimulate the prescribing and dispensing of generics as well as to promote generic substitution at pharmacy level. The introduction of the EUR in Estonia as of the beginning of 2011 is not expected to have an immediate impact on the pricing of pharmaceutical imports.
